Bengaluru, October 16, 2025 — In a move hailed as a major relief for the poor and middle-class citizens of Karnataka, the Congress-led state government has announced a waiver on Commencement Certificates (CC) and Occupancy Certificates (OC) for residential buildings constructed on plots measuring up to 30 x 40 feet.
The announcement, made via the official Karnataka Congress X account, is aimed at simplifying the home-building process for lakhs of families who own small plots but face bureaucratic hurdles in securing construction approvals.
“By waiving CC and OC requirements for low-risk buildings, the government has paved the way for countless families to realize their dream of owning a home,” the tweet stated.

The decision is expected to benefit homeowners constructing on limited land parcels, especially in urban and semi-urban areas where 30 x 40 ft plots are common. Experts say this move will reduce red tape, lower construction delays, and make housing more accessible to economically weaker sections.
The Congress party framed the initiative as part of its broader commitment to inclusive development, using the hashtag #ಪ್ರಗತಿಕಾಂಗ್ರೆಸ್ಗ್ಯಾರಂಟಿ (#ProgressCongressGuarantee) to signal its policy direction.
Urban planners and citizen groups have welcomed the announcement, though some have called for clear guidelines to ensure safety standards are maintained for exempted structures.
With this reform, Karnataka joins a growing list of states rethinking rigid certification norms for small-scale residential construction—potentially setting a precedent for others to follow.
