The Forty-two million dollar Promise Program which will give $500 a month for two years to 3,250 households is being introduced in Cook County, Illinois.
The city of Chicago is included, and those selected will not have any spending restrictions for the money; they can use it to pay for anything they want as long as it’s legal.
"COOK COUNTY, Ill. — Thousands of Cook County residents will receive $12,000 over the course of two years through the “Cook County Promise Guaranteed Income Pilot” program."

This automatic monthly income will look to provide aid to thousands of low-income residents, as Toni Preckwinkle, Cook County Board President, said in a statement.
“Decades of research shows that people spend cash benefits wisely, leading to more financial stability as well as improved physical, emotional and social outcomes.”
Who’s eligible for this program, and how can they apply?
Those who are already involved in Chicago’s income pilot program cannot qualify for this program simultaneously; employees and county elected officials are also out.
One person per household is allowed to redeem this payment. To be eligible, the individual must be over 18 years of age, live in Cook County, and have an income of 250% of the federal poverty level.
Illegal aliens in Illinois will be allowed to apply for a basic income program that gives residents monthly cash payments.

Whoever qualifies must submit an online application, with the county offering numerous sites with in-person assistance.
Proof of immigration status is not necessary to apply, and officials expect the payments to start rolling out at the end of the year.
