
[Updated: December 30, 2025] – Two years after the “Gulshan-e-Hadeed CCTV Scandal” first shocked the nation, the case against former principal Irfan Ghafoor Memon remains a pivotal moment in Pakistan’s fight for workplace and campus safety.
While the initial arrest exposed a horrific web of abuse affecting over 45 victims, the legal proceedings and the subsequent 2025 educational reforms in Sindh have fundamentally changed how private institutions are monitored today.
The principal of a private school in Karachi, Pakistan, has been arrested for sexually assaulting teachers and staff members. The accused, Irfan Ghafoor Memon, allegedly recorded the assaults on CCTV cameras and used the footage to blackmail them.

Videos leaked online
The scandal came to light after a video of one of the assaults was leaked online. Police say they have recovered more than 25 other videos from Memon’s phone, which show him assaulting multiple victims.

Memon has been charged with rape, sexual assault, and blackmail. He is in police custody and is scheduled to appear in court on September 8.
School is sealed until further notice
The Sindh Caretaker Education Minister, Rana Hussain, has ordered the school to be sealed until the investigation is complete. He has also directed the Directorate of Private Institutions to take action against all unregistered schools in the province.
SSP Hasan Sardar said, “This is a high-profile case, and those responsible will not escape justice.”
Following the sealing of the IGM School, the Sindh Education and Literacy Department has since implemented a mandatory “Biometric and Digital Monitoring System” for all private schools. As of late 2025, any educational institution failing to provide transparent, third-party-auditable CCTV storage risks immediate license revocation.
The Legal Verdict
Legal experts note that the use of PECA (Prevention of Electronic Crimes Act) laws in this case has set a new precedent for how digital blackmail is prosecuted in Pakistan. While the judicial process continues to provide closure for the victims, social activists emphasize that the 2023 scandal was the “darkest hour” that finally forced the government to prioritize the Protection Against Harassment of Women at the Workplace Act in the private school sector.
