The French figure refers just to pre-orders although Samsung tends to provide storage upgrades during its device pre-order events globally. According to Hindustantimes Truecaller and Apple describe how the system will match phone numbers to names using homomorphic encryption. The system transforms readable text into security-protected data called ciphertext which experts can inspect without needing keys for decryption. Apple guides developers through documents that show how the system verifies user devices. It is done without revealing their identity by performing multiple security checks.
