
Bengaluru, April 10, 2026: The Karnataka government has announced that nearly 14 lakh Below Poverty Line (BPL) cardholders who do not meet eligibility criteria will be gradually shifted to the Above Poverty Line (APL) category. The move aims to ensure that welfare benefits reach genuinely deserving families while maintaining transparency in the state’s food and civil supplies system.
Gradual Transition, No Impact on Eligible Families
The announcement was made through an official tweet from the Government of Karnataka, quoting Food and Civil Supplies Minister K.H. Muniyappa, who said:
“Even if some cardholders are removed from the BPL list, they can apply to the Tahsildar. Eligible families will be reissued BPL cards. Those who are not eligible will be gradually moved to APL.”
The minister assured that no eligible BPL cardholder will lose benefits, and the transition will be carried out in phases to avoid disruption in ration distribution.

According to government records, Karnataka currently has over 1.25 crore BPL cardholders, of which 14 lakh are estimated to be ineligible based on income and asset verification. The reclassification process will begin in districts with higher discrepancies, including Bengaluru Urban, Belagavi, and Ballari, before expanding statewide.
Officials from the Department of Food and Civil Supplies stated that the verification drive will use digital data mapping and Aadhaar linkage to identify duplicate or ineligible entries.
The government’s initiative is part of a broader effort to strengthen welfare delivery and prevent misuse of subsidies. By streamlining the BPL list, Karnataka aims to ensure that ration benefits, food grains, and subsidies reach families truly in need.
Minister Muniyappa added that the department will maintain open grievance channels for citizens to appeal reclassification decisions.
