HUBBALLI-DHARWAD – In a notable move toward modernizing urban infrastructure, the Hubballi-Dharwad Municipal Corporation (HDMC) participated in a high-level video conference today to discuss the implementation of the central government’s ambitious AMRUT 2.0 (Atal Mission for Rejuvenation and Urban Transformation) scheme.
The primary focus of the session was the Urban Challenge Fund and the transition toward a digital-first approach for official agreements.
Digital Governance: E-Signing the MoU
A major highlight of the meeting was the formalization of the e-signing process for the Urban Challenge Fund Memorandum of Understanding (MoU). By adopting electronic signatures, the corporation aims to accelerate the approval of urban projects, ensuring transparency and reducing administrative delays.
“Today’s video conference marks a vital step in our commitment to sustainable urban growth. The e-signing for the Urban Challenge Fund under AMRUT 2.0 streamlines our path toward a smarter Hubballi-Dharwad,” the HDMC stated via their official channels.

Strategic Roadmap for Urban Development
The discussion extended beyond paperwork to the “Next Generation” roadmap for the twin cities. Under the AMRUT 2.0 framework, the following key areas were prioritized:
* Water Security: Achieving universal coverage of water supply through functional taps in all households.
* Circular Economy of Water: Implementing advanced sewage treatment and recycling water for industrial and gardening purposes.
* Green Spaces: Development of parks and “green buffers” to improve the air quality and aesthetic appeal of the twin cities.
* Digital Integration: Utilizing the Urban Challenge Fund to pilot innovative technologies in municipal service delivery.
What is the Urban Challenge Fund?
The Urban Challenge Fund is a specialized incentive under AMRUT 2.0 designed to encourage ULBs (Urban Local Bodies) to adopt best practices in urban planning and financial sustainability. Hubballi-Dharwad’s active participation positions the twin cities to compete for additional grants by demonstrating excellence in project execution and digital adoption.
Looking Ahead
With the MoU process moving into the digital sphere, HDMC is set to fast-track several pending infrastructure projects. Local officials noted that this move aligns with the broader “Digital India” vision, making the municipal administration more accountable and responsive to the needs of the citizens of Hubballi and Dharwad.
